This virtual event is the third of three online member development sessions brought to you by the Association of Directors of Adult Social Services (ADASS) East and Local Government East.

Who should attend: Council Leaders, Adult Services Portfolio Holders, Health and ASC Scrutiny Committee Chairs, Health and Wellbeing Board Chairs.

Adult social care represents one of the largest areas of expenditure for local authorities and operates within an increasingly complex financial environment. Elected members play a critical role in understanding the financial pressures facing adult social care, the funding mechanisms available to councils, and the implications of financial decisions for residents and services.

This session will provide an overview of adult social care finances, exploring how services are funded, the key cost drivers affecting local authorities, and the challenges of delivering statutory duties within available resources. The session will cover:

  • The key sources of adult social care funding and how local authority budgets are structured
  • Current financial pressures and demand trends affecting adult social care services
  • The relationship between costs, commissioning, market sustainability, and service delivery
  • The impact of adult social care spending on wider council finances and priorities
  • The role of elected members in financial oversight, strategic decision-making, and ensuring value for money

The session will include opportunities for questions and discussion, enabling members to explore the financial challenges and opportunities facing adult social care within their local context. Whether you are new to adult social care responsibilities or looking to deepen your understanding of this critical area of council expenditure, we encourage you to attend this valuable development opportunity.
