The East of England is an extremely special place which continues to grow and change, with the communities we serve facing a diverse range of challenges and opportunities.
Our Business Plan for 2025-2028 provides a clear plan for the work Local Government East aims to achieve over the next three years.
Local Government East stands ready to embrace a dynamic and evolving future, offering support to our member authorities.
Our member services include:
- People and Employer Services: supporting the region’s human resources teams with key guidance and updates on national terms and conditions and pay awards. We lead on the employer/trade union relationship for the East of England.
- Policy and Advocacy: supporting our members to analyse and interpret government policy, convene collaboration opportunities on shared priorities and provide the single, unified voice of local government in the East of England.
- Consultancy and training services: Talent Bank Consultancy and Together in Equity training and consultancy provide our members with the reassurance and security of knowing that professional support is there when they need it.
- Events: as well as providing a comprehensive programme of events to our member authorities, we also offer a comprehensive, cost effective, bespoke and professional events management service.
We will use derived income from our commercial events and our training and consultancy services to enhance the support we provide to our members. - Strategic Migration Partnership is the central point in the region for collaboration between central and local government and other key agencies across all sectors on migration issues.
- Local Government Essentials East was developed in response to the unique challenges facing our members due to Local Government Reorganisation (LGR) and Devolution as well as new legislation, rising demand, and increasing costs. These are bi-annual training events covering a wide range of topics and an online toolkit.

Our Business Plan
Our Business Plan sets out what we want to achieve for our members over the next three years and is set against the backdrop of the priorities of the new Government elected in 2024, especially the aspirations set out in the English Devolution White Paper, and its missions. It also highlights how we will deliver added value for all of our members and achieve greater recognition for the region as a whole.

Our Business Plan 2025-28 – fit for the future, delivering for the East
Our priorities over the next three years, informed by our vision and mission are:
Adapt and respond in an agile way to meet the needs of our members, providing consistent support, capacity and resource in the context of a rapidly changing landscape.
To achieve this, we will:
- Support our members through devolution and local government reorganisation, advocating for the best deal for the places in our region, and speaking for all members of the local government community.
- Provide expert advice and support to our members as the regional employers’ organisation and be an exemplar of best practice in terms of people leadership.
- Deliver a comprehensive programme of commercial events, in addition to events included within our core membership offer.
- Maintain and expand our Talent Bank for consultancy and training, providing additional capacity to our members at pace and without the need to go through lengthy procurement processes.
Be a strong and unified voice for the East.
To achieve this, we will:
- Promote and advocate for local government financial resilience.
- Provide the single, unified voice for the East of England’s growth potential and highlight the infrastructure investment required to unlock this.
- Promote our successes and those of our members so that they are front and centre of all that we do.
Build and nurture partnerships and networks to work collaboratively to achieve the best outcomes for our region.
To achieve this, we will:
- Strive for improved housing, health and wellbeing outcomes for our residents through collaboration opportunities and unified advocacy.
- Provide opportunities for member authorities to collaborate, share best practice and explore joint opportunities in priority areas including their journey to net zero and greater climate resilience.
- Support councils and other partners in managing migration flows and delivering effective integration for migrant communities to unlock their potential to contribute to their local areas through the work of the Strategic Migration Partnership.
