Robbie trained and practised as a commercial lawyer before moving into senior consultancy and c-suite roles supporting local government, charities and the education sector.
He has been a Local Government East associate consultant since 2022, providing senior commercial contracts and procurement support to LGE member councils across the East of England.
His current work covers the full commercial cycle, including evidence-led procurement compliance diagnostic and assurance, procurement strategy and commercial structuring, contract register and contract management assurance, and sustained advisory and coaching support for procurement and contract management teams. He is Director of Waterhouse Consulting and a Board Trustee of Eastern Learning Alliance.

LGR Experience and Expertise
Robbie is currently delivering an evidence-led procurement compliance diagnostic for an LGE member council, with a particular focus on commercial readiness for LGR. The methodology distinguishes finance spend data from procurement-reviewed population from evidenced compliant route to market, producing audit-friendly outputs designed for senior officer assurance ahead of critical decision-making. The work draws on the published frameworks of the Local Government Association, Local Partnerships, the Cabinet Office and the Crown Commercial Service, and is applied at council level alongside in-house teams. Robbie has also delivered procurement strategy and leadership work at other LGE member councils in Norfolk and Lincolnshire.
