Regional Joint Council

for Local Government Services

The RJC brings together local government employers and employees. The function of the RJC relates to all employees covered by the National Joint Council for Local Government Services, creating a collaborative relationship for the benefit of those above and their community.

Our work

Together we create and implement a Workforce Forward Work Programme to support key topics and current issues across the region such as: devolution and LGR; recruitment and retention; equality, diversity and inclusion.

Working jointly when differences arise

In consultation with the recognised unions, the RJC defines the procedure to operate at a local level to settle disputes.

Examples of powers and duties

The Regional Joint Council may consider any matter raised by either the employers’ side or the employees’ side, or referred to it by the National Joint Council for Local Government Services, and take executive action within the Regional Joint Council area in connection with:

  • Decisions arrived at by the National Joint Council
  • Promoting co-operation between employers and recognised trade unions
  • Advising local authorities, recognised unions and employees on industrial relations and personnel issues
  • Settling differences of interpretation and/or application of the National Agreement that cannot be resolved locally

Membership and ways of working

  • The RJC consists of representatives from the employer side and trade union representatives from GMB, Unite and UNISON.
  • The annual meeting of the RJC shall normally be held in December each year. Ordinary meetings are held no less than twice a year. Representatives of the RJC will meet informally between formal RJC meetings.
  • The RJC provides conciliation services regarding collective disputes affecting employees within scope.
  • It represents the views of the RJC to the National Joint NJC for Local Government Services and to such other regional or national bodies as may be appropriate.
