National Joint Council (NJC) job evaluation
The NJC Local Government job evaluation scheme was developed to achieve single status for all jobs within an authority and grading them on a common basis according to equal pay legislation.
The process needs to be delivered consistently and in line with the guidance to provide a robust defence against an equal pay challenge.
Training is essential and having evaluators from across the organisation’s structure and areas of operation reinforces the robustness of the scheme against equal pay claims and sends the message that the organisation runs a fair system.
The NJC scheme (sometimes known as ‘Green Book’) covers manual, administrative, professional, technical and craft workers.

Job evaluation services
As trusted experts in the use of the NJC or ‘Green Book’ scheme we can provide a range of support, including:
- Conducting full pay and grading review including advice on the design of an appropriate pay and grading structure.
- Undertaking independent job evaluation assessments of individual or multiple posts
- Delivering JE training (on site or virtually) for HR professionals/job analysts, union representatives and line managers, including how to conduct moderation panels and tailored training to your council’s evaluation process.
We can also arrange evaluation of posts using the LGA’s Senior Officer Job Evaluation Scheme and design specific pay arrangements for the most senior posts within an organisation.
