Introducing Roy Elmer, the East of England LGA’s new Senior Manager

EELGA wish to welcome Roy Elmer as our new Senior Manager. Roy comes to us from Suffolk County Council and has a wide range of experience in a number of diverse areas, including: Adult Social Care, Children’s Social Care and Early Help, partnership working with strategic boards and multi-agency bodies, and a keen specialism in data and intelligence delivery, twinned with evidence-based working practices and models.

Roy has worked across three of the region’s authorities, in a number of roles, including: Performance Manager for Adult Social Care in West Suffolk (many of the folks in West Suffolk House, where EELGA are based, already know him very well), Lead Analyst for Suffolk’s Joint Strategic Needs Assessment, Performance Lead for Peterborough City Council, CAF Development Manager in Cambridgeshire, and most recently, Head of Insight and Intelligence at Suffolk County Council.

Some of Roy’s achievements include managing the implementation of Suffolk’s now statutory Safeguarding Adults Board and the implementation of a reporting framework as part of a new social care case management system for adult and children’s social care in Suffolk (surviving an Ofsted inspection with a positive note from the lead inspector on the quality of performance reporting). Most notably, the development of a live business intelligence environment for adult social care in Suffolk has been held up by the national LGA and NESTA as a leader for evidence-based working in local government (see Nesta’s“Wise Council” report and the Care and Health Improvement Programme’s publication on predictive analytics, produced by Alder Care in 2019.)

Roy will have plenty of opportunity to keep working in this area by taking the lead on EELGA’s “Health and Social Care” theme as well as branching out to lead on “Infrastructure and Growth”. 

In his spare time, Roy’s hobbies include photography, reading, and making his own computer software for charity with a group of like-minded friends – the last of which raised £750 for Macmillan. He also never has any cash about his person on account of having a teenage son.

When asked about his first impressions of EELGA, they are genuinely really positive. Roy says that ‘EELGA’s greatest asset appears to be its people. Everyone has been incredibly supportive, and there is a remarkable amount of talent on display in a relatively small organisation.’
