Get to know Aaron Locks - Talent Bank Associate

Tell us about yourself? 

I am a highly driven, self-motivated and professionally qualified manager. I have experience in both CCTV and community safety services, with a highly successful track record in a volatile and dynamic public sector environment.

I have experience in the following areas:

  • CCTV control room services, including legislation, management and operational requirements.
  • Managing and implementing change at both operational and strategic levels
  • CCTV design and project management (including statutory partnerships)
  • Performance and asset management
  • Business and commercial development (control room services)
  • Customer liaison, including contractual arrangements and financial monitoring
  • Developing business cases and business plans

 

Tell us where you have come from and what has led you to be an associate on EELGA’s Talent Bank:

My career to date has spanned across many different fields including;

  • Military (British Army)
  • Private sector – security industry including commercial CCTV
  • Public sector, covering;
    • CCTV control room operations at operational, supervisory and management levels
    • Community Safety Management
    • Overseeing the Problem Solving team, CCTV services, community engagement and the statutory Community Safety Partnership in Fenland
    • Shared Service CCTV Manager

Following the close work we do with EELGA, I have joined the Talent Bank to offer my support and share good practice in providing CCTV services to other local authorities.

 

Which Sector/Industry do you work in? 

I work for Peterborough City and Fenland District Councils, managing the newly created CCTV shared service for both local authorities.

I am passionate about the safety of our communities, and as such, I oversee the delivery of the business plan and ensure key performance outcomes are achieved.

 

What are the most significant challenges relating to CCTV/shared services posed by Covid? 

The key challenge has been maintaining our 24/7 function across all services whilst ensuring a safe workplace for staff and contractors. Lockdown periods, and the subsequent impact to supply chains and resources, have also posed an additional challenge in delivering income-generation service projects within planned timescales.

 

How do CCTV/shared services influence positive change and results for our members? 

Shared services drive efficiencies which is even more pertinent in light of financial pressures exacerbated by Covid-19. As a non-statutory service, CCTV and control room related functions are significantly affected. I can work with you to explore opportunities that drive efficiencies and performance. Our sites are monitored by a state-of-the-art CCTV control room and cameras; these improvements were only possible due to merging our two councils CCTV service process and careful implementation mapping.
