Samuel is an experienced and outcome focused HR consultant with 5+ years local government experience and thorough understanding of employment best practice, legislation and case law. He approaches challenges with pragmatism and drive, and will be happy to help you with: Project and change management, from planning and stakeholder engagement through to embedding and measuring success. Organisation and job design including Korn Ferry job evaluation. Policy and process development and implementation, covering the full range of the people function from resourcing and on boarding to driving performance and resolving issues. Restructures including consultation and delivery.

Notable Achievements/Value Added

  • Developed 3 year EDI people plan (NCC) 5 year Inclusion and Diversity Strategy (CCS). Value added by converting vision and broad aims into specific and measurable actions resulting in a clear and trackable roadmap to embedding an inclusive culture and realising tangible benefits.
  • Supported a range of org change initiatives and restructures both large and small. Value added through shaping the job design process and using Korn Ferry evaluation to create robust and principled structures that align to strategic objectives resulting in smoother transition, maximised efficiency and minimised legal risk.
  • Developed and delivered new induction programmes (NHS and NCC). Value added by creating a user centred journey that avoids cognitive overload and box ticking by focusing on understanding values, expectations and key objectives, resulting in improved early retention and accelerating time to performance.
  • Developed policy and guidance on preventing harassment, managing health and absence, conduct, flexible working, reasonable adjustments, addressing and preventing racism, supporting neurodiverse employees, supporting LGBTQ+ employees, supporting employees experiencing domestic abuse, working with volunteers. Value added by combining in depth knowledge of employment legislation and case law with extensive stakeholder engagement and co-production, creating clear and robust guidance resulting in improved employee management across multiple metrics.
