Martyn has worked in the Public Sector for over 40 years. For the past twenty‑two years, he has operated as an Interim Manager and Consultant, delivering significant transformational change for customers across Corporate Services, Housing, Commissioning, Education, Adult Services and Children’s Services.

His background is in organisational development, with a strong track record of delivering programmes that achieve sustainable change and generate substantial savings (in excess of £100m). Martyn has extensive experience in areas such as Local Government Reorganisation (LGR), the development of alternative delivery models (LATCo’s), strength‑based transformation of adult services, Housing, Adult and Children’s Services improvement and redesign, SEND, workforce development, whole‑council organisational redesign (Target Operating Models), creation of new services and products, culture change, commercial development, whole‑system commissioning redesign, and working with schools and colleges.

Martyn is also a Fellow at Nottingham Trent University, where he supports students across the School of Business and the School of Social Science. In addition, he is an experienced coach and mentor within public service, working with individuals in Local Government as well as with other Interims, Consultants and Associates.

Notable Achievements/Value Added

  • Whole system redesign of a County Council to become an outcome focused commissioning authority.
  • Pan London Children’s Improvement Advisor – working across London to prevent any LA entering special measures.
  • Design and delivery of Schools’ Choice, an arms length school trading company with a £12m turnover.
  • Design of a person centred approach to managing transport for children with SEND and vulnerable adults across three London Boroughs. Also developed new approach to market management/development and commissioning.
  • Significant transformation improvement programmes across Children’s Services, Adult Social Care and Housing to deliver improvement where authorities are in special measures, are subject to commissioner intervention or at risk through inspection of requiring improvement.
  • Redesign of commissioning systems across Councils of varying sizes and political makeup. Work included redesign of commissioning, outcomes focused, learning and development of staff, market development and management.
  • Working across Children’s Commissioning – worked in the Non maintained education sector improving outcomes for SEND children. Worked in the market, with schools and colleges, with professionals and with parents to improve services and reduce cost.
  • Redesign of commissioned services across Supported living, supported housing, independent living and for people with learning disabilities.
  • Local Government Reorganisation – disaggregation and reaggregation of Adult Social Care and Public Health at Northamptonshire CC. Target Operating Model development, blue print development, safe and legal plus (inc transformation), iT and financial disaggregation and reaggregation (£253m budget), people development and transfer (1600) into North and West Northants.
  • Savings and avoided costs in excess of £100m over 22 years.
