Gilli’s experience spans multiple sectors and senior leadership roles. She began her career in the City of London, working in banking, security, and investigations, before moving into central government and civilian disaster recovery. Her professional journey includes serving as a Corporate Director and as a Senior Manager for a national charity. For the past 18 years, Gilli has successfully operated her own consultancy, partnering with public, private, and charity sector organizations.

Throughout this time, she has engaged with over 70 local authorities across the UK, providing expertise in areas such as commercialisation, governance, leadership training, and service reviews. Gilli is a Chartered Manager and is widely recognized for her ability to deliver strategic programmes that drive income generation, embed commercial culture, and improve service delivery. Her work includes facilitating workshops for officers and elected members, mentoring senior leaders, and supporting councils to adopt innovative approaches such as Alternative Business Structures.

We always believed that we offered an excellent, value for money building control service.  However, we recognise the changes and challenges local councils continue to face in relation to delivering a quality service while being commercially savvy.  By holding the Value Proposition workshop, facilitated by Gilli, we reminded ourselves of why we are good – but acknowledged that there are still areas for development and improvement to be addressed if we are to remain competitive.  While this workshop focussed on the building control service, I feel that there is merit in adopting a similar process for other local authority services.
