Fran is a career public servant having worked for the past 20 years in Local Government. She is a relationships first strategic thinker who has built a portfolio of service development and leadership experience primarily in Education and SEND services and capital project delivery.
Fran has expertise in service redesign and transformation as well as value for money assessment and efficiency reviews. She has been actively involved in leading Local Government Reorganisation service design and delivery, working through the planning and implications of delivering Children’s Services within changing local contexts.
Fran is currently also working with the Department for Educations supporting their SEND and AP Change Programme. She is coaching 11 Local Authorities to test elements of a reformed SEND and Inclusion system, supporting them to consider how to deliver systems and services differently to promote inclusion for children and young people.
