David Ousby is a Chartered Surveyor (MRICS) and Chartered Member of the Institute of Housing (CIHCM) with over 20 years’ experience in regeneration, housing and investment across local government and the wider public sector.

He specialises in designing and embedding governance and assurance frameworks that underpin transparent, accountable decision-making. David builds and leads multidisciplinary teams to deliver complex regeneration programmes, developing robust business cases and investment strategies for commercially led growth and place-making.

Through Enabling Place Ltd, he works with councils and partners to align governance, finance, and delivery structures — turning strategic ambitions into sustainable outcomes that strengthen communities and generate long-term public value.

  • Led a £100m housing partnership delivering up to 1,000 homes with Lovell Partnerships Ltd for the Borough Council of King’s Lynn & West Norfolk.
  • Developed a £340m Investment Strategy for South Cambridgeshire District Council, creating joint ventures to unlock stalled sites.
  • Built a £58m commercial property portfolio delivering 5% yield to support council revenue generation.
  • Authored successful Levelling Up and Green Book business cases securing major government funding.
  • Developed the commercially led business case for £90m+ investment in a Civic Centre regeneration programme.
