Pay Update

Pay and Terms and Conditions for Local Government Workers is determined by the National Joint Council (NJC) for Local Government Services.  This is made up of 70 members – 12 on the Employers side and 58 on the Trade Union side.  While some authorities are contracted out of the national conditions, the negotiations still cover over 1.4 million Local Government Services’ Workers.

The Trade Unions Pay Claim for 20/21 was made at the end of July 2019 and calls for the following from April 2020:

  • A real living wage of £10 per hour to be introduced for NJC scp 1 and a 10% increase on all other NJC/GLPC pay points
  • A one day increase to the minimum paid annual leave entitlement set out in the Green Book
  • A two hour reduction in the standard working week as set out in the Green Book
  • A comprehensive joint national review of the workplace causes of stress and mental health throughout local authorities.

The national LGA is touring the regions as part of the consultation process during September and October.  In the East of England the pay roadshow takes place on 16 September and all Local Authority Chief Executives and Leaders of member authorities have been invited to attend or to send a nominee in their stead.  The nearest alternative date is London on 19th September.  Once all regions have had their roadshow the national employers will meet to consider responses before meeting the trade unions to discuss the claim.

In order to model overall costs of the pay claim, the LGA use data from their regular Local government earnings and demography survey (formerly the local government earnings survey) and have extended the deadline for return of that survey to the end of September.  Obviously the impact can vary significantly locally and all authorities are encouraged to undertake their own modelling in order to feed into the consultation process.
